professional and supporting staff and all necessary services required for the efficient cost effective and timely execution of the Consultancy Services SCOPE OF SERVICES The Consultant shall provide all professional services necessary for the successful implementation of the assignment from project inception through the completion of rehabilitation works testing commissioning final handover and completion of the Defects Notification Period where applicable The services shall include but not necessarily be limited to the following Tasks Task 1 Review and Update of the Existing Feasibility Study The Consultant shall undertake a comprehensive review and validation of the existing Feasibility Study to confirm that the proposed public investment remains technically functionally operationally environmentally and institutionally justified and that the existing ISUV building is suitable for rehabilitation and adaptation into a Residues and Contaminants Laboratory Where deficiencies inconsistencies or outdated assumptions are identified the Consultant shall update the Feasibility Study and recommend the most appropriate technical solutions prior to commencement of the detailed engineering design Task 2 Site Assessment and Confirmation of Design Criteria Following the approval of the updated Feasibility Study the Consultant shall undertake all necessary investigations surveys and technical assessments required to establish a reliable basis for the detailed engineering design The purpose of this task is to verify the physical structural legal and technical conditions of the existing ISUV facility and confirm that all engineering design assumptions are based on accurate and up to date information The Consultant shall review all available information and where necessary undertake additional investigations to verify existing conditions and identify any constraints that may affect the rehabilitation and adaptation of the laboratory facility The scope of this task shall include but not necessarily be limited to the following activities Site and Building Assessment Engineering Infrastructure Assessment Utility and Operational Assessment Site Constraints and Risks Confirmation of Design Criteria Task 3 Laboratory Functional Programming and Operational Planning The Consultant shall in close collaboration with MARD and ISUV develop and validate the Laboratory Functional Programme which shall constitute the technical basis for the detailed engineering design of the Residues and Contaminants Laboratory The Laboratory Functional Programme shall be developed based on the analytical scope operational requirements and future development objectives defined by ISUV The Consultant shall review these requirements verify their technical feasibility and where appropriate recommend improvements or alternative solutions to enhance laboratory functionality operational efficiency flexibility and long term sustainability The Functional Programme shall establish the operational concept of the laboratory and define the functional relationships between all laboratory areas engineering systems and future laboratory equipment The scope of this task shall include but not necessarily be limited to the following activities Laboratory Functions and Operational Requirements Functional Planning Laboratory Workflows Laboratory Engineering Requirements Laboratory Compliance Deliverables Task 4 Laboratory Equipment Planning The Consultant shall in close cooperation with MARD and ISUV prepare a comprehensive Laboratory Equipment Plan to support the future procurement installation and operation of the Residues and Contaminants Laboratory The laboratory analytical scope testing methodologies and operational requirements shall be defined by ISUV Based on these requirements the Consultant shall review validate and optimize the proposed equipment needs and prepare a comprehensive equipment planning package fully coordinated with the approved Laboratory Functional Programme and the detailed engineering design The Laboratory Equipment Plan shall not include procurement of laboratory equipment but shall establish all technical functional and infrastructure requirements necessary for the future acquisition and installation of laboratory equipment The scope of this task shall include but not necessarily be limited to the following activities Equipment Planning Equipment Technical Requirements Infrastructure Coordination Equipment Layout Coordination Deliverable Task 5 Environmental and Social Requirements The Consultant shall prepare all environmental and social documentation required under the World Bank Environmental and Social Framework ESF the Environmental and Social Commitment Plan ESCP applicable Albanian legislation and any other regulatory requirements relevant to the Project Environmental and social considerations shall be integrated into all stages of the assignment including feasibility review engineering design procurement documentation construction supervision and commissioning The E S instruments shall cover both the construction phase and where relevant the operational phase of the laboratory and shall clearly define responsibilities for MARD ISUV the Contractor and the Supervision Consultant The Consultant shall undertake all necessary environmental and social assessments and prepare update or support the preparation of the required instruments as determined by the Project s environmental and social risk classification and applicable Environmental and Social Standards ESSs Task 6 Detailed Engineering Design and Regulatory Compliance Following approval of the Review of the Feasibility Study Design Criteria Laboratory Functional Programme and Laboratory Equipment Plan the Consultant shall prepare a complete multidisciplinary Detailed Engineering Design suitable for procurement construction and operation of the laboratory The Detailed Engineering Design shall be developed on the basis of the findings recommendations and approved technical solutions identified in the updated Feasibility Study the approved Design Criteria the Laboratory Functional Programme and the Laboratory Equipment Plan During the design stage the Consultant shall further develop optimize and coordinate these solutions to ensure technical feasibility operational functionality sustainability regulatory compliance cost effectiveness and value for money Where the approved the Review of the Feasibility Study confirms the technical and economic feasibility of rooftop photovoltaic systems the Consultant shall prepare the complete engineering design of the photovoltaic installation including structural assessment of the roof electrical integration with the building electrical system protection and monitoring systems technical specifications drawings Bills of Quantities and cost estimates Task 7 Preparation of Procurement Documents and Procurement Support The Consultant shall prepare a complete procurement package in accordance with the World Bank Procurement Regulations for IPF Borrowers and the applicable Standard Procurement Documents SPDs
