Reference Purpose and objectives of the service Object The overall objective of this work is to support World Bank funded projects in the prevention mitigation of risks and response to GBV including EAS and HS related to its implementation of operations and in the holistic support to survivors in the project area The specific objectives of the NGO s intervention are To map regularly through consultations and participatory approaches the risks of GBV EAS HS in the project s intervention area both at the context level and in particular the risks likely to be exacerbated and potentially prevented by the implementation of the project and to propose effective and ethical prevention and mitigation measures for implementation by the various project stakeholders To design and implement awareness and prevention campaigns for these risks both at the level of the communities concerned and among the workers hired by the project These campaigns should include among other things regular awareness raising and training for workers and communities affected by the project on GBV SSE and HS their causes and consequences and the risks specifically related to the project the response services available to survivors the project s standards of conduct and the sanctions provided for in the event of a violation the MGP how to access it and its objectives etc These campaigns should recognize that SSE HS is part of a continuum of discrimination and violence against women and girls VAWG To ensure survivors have access to holistic care including at least psychosocial medical and legal judicial support through a survivor centered response protocol To support the Environmental and Social Unit ESU within the Project Management Unit PMU in the implementation of the MGP and in particular the entry management and reporting of complaints related to EAS HS during project implementation in accordance with the MGP manual that will be developed and implemented to ensure ethical and confidential management of GBV complaints and Supporting the project in the monitoring and evaluation of EAS HS prevention and response activities in an ethical manner MANDATE AND TASKS OF THE NGO Activities to combat EAS HS within the project must take into account and contribute to the implementation of the following principles Focusing action on survivors Prioritizing an approach to preventing mitigating and combating EAS HS through a survivor centered principle that respects their confidentiality and security recognizing survivors as the primary decision makers for their own care and treating them with consideration dignity and respect for their needs and wishes Emphasize prevention opt for risk based approaches that aim to identify the main GBV EAS HS risks associated with the project and contribute to the implementation of measures to prevent or minimize them Providing support to survivors Map existing services in the project implementation areas while assessing the quality of the services they offer in order to establish a referral and or support protocol for survivors who choose to access these services The minimum service package must include medical psychosocial and legal support in accordance with national guidelines and international best practices and offer survivors reporting a project related incident a referral to the project s complaints management mechanism Engaging communities Through the recruitment of community focal points mobilize stakeholders within the population affected by the project implementation local authorities women leaders civil society organizations and women s and children s rights advocates as sources of local risk knowledge effective protective factors and support mechanisms throughout the project cycle Community engagement through the identification and support of community focal points will also contribute to capacity building and the sustainability of efforts while ensuring that survivors have immediate and culturally appropriate access to information and services Based on factual data Formulate approaches based on national and international research and good practices on how to effectively combat EAS and HS Enable continuous monitoring and learning Ensure that the approach incorporates a monitoring mechanism and regular analysis to monitor the effectiveness of strategies and enhance knowledge of what works to prevent mitigate and respond to EAS and HS within the project Training and awareness Develop and implement a community communication and awareness strategy providing regular updates on the progress of the intervention and the project implementation schedule targeting populations living in the project s surrounding areas as well as particularly vulnerable groups e g adolescent girls single mothers female heads of household displaced women indigenous women street children or homeless boys etc The NGO should also collaborate with the NGO supporting the implementation of the MGP and with the staff of the company responsible for social safeguards Establish a regular training plan for company managers and supervisors monitoring missions and local implementing partners working directly in the field including initial training and a regular monthly refresher plan in collaboration with the Environmental and Social Unit within the Project Management Unit as well as the company and the monitoring mission Prepare community awareness messages and worker training materials as well as information education and communication IEC materials on the risks of adverse events related to the project and the country context adapting and building upon existing tools and risk mapping The training and awareness materials must meet at least the following criteria Ensure that training materials are focused on human rights survivors and children and in accordance with the guiding principles on GBV To be non discriminatory focused on equality and accountability and gender sensitive Adapt EAS HS prevention messages to the risks specifically related to the project and the prevention strategies put in place by the project including codes of conduct the complaints management mechanism and the services available to survivors Adopting an active and behavior change oriented approach using diverse educational and learning approaches for different target groups Use culturally appropriate content and presentation Ensure that the material is understandable in the local language and or developed using appropriate communication tools that are understandable by all members of the community including illiterate people Use simplified language adapted to the needs of each layer to link educational messages Submit the training and awareness materials to the UES within the UGP which must review them before forwarding them and to the World Bank for validation and adaptation based on any feedback Organize a training workshop to test and adapt training and awareness tools and approaches Prepare a pre test and post test tool to measure changes in the knowledge attitudes skills and behaviors of community members and workers following awareness raising activities Implement awareness and prevention campaigns for EAS HS within communities relying on a network of locally identified focal points Provide training to the network of focal points on community awareness approaches and on responding to and referring survivors of gender based violence as well as on specific themes addressing the project related risks of sexual and reproductive health and rights SREH identified within the communities This critical mass of community focal points will thus have the tools to ensure that survivors have a network of safe people in the communities to turn to in case of violence and to be referred to appropriate services in a timely manner Following a training period support the focal points in implementing a community mobilization campaign targeting opinion leaders community organizations and influential men and women who play a key role in fostering acceptance of certain attitudes towards GBV SEA HS the groups most vulnerable to the risks of SEA HS and the community as a whole These campaigns will ensure that messages about the SEA HS risks associated with the project as well as the mitigation prevention and response measures in place are included Specifically the focal points will help inform different segments of the population about the project s codes of conduct the resulting sanctions the complaints management mechanism and services available to survivors how to access these services the complaints process and so on Support for survivors Ensure that the project provides confidential spaces accessible to women and girls where survivors can report GBV incidents including those allegedly link
