Regional Intervention Platform for the Americas and the Caribbean PIRAC is the French Red Cross s CRF representative office for the Caribbean region based in Guadeloupe as well as its operational arm for humanitarian action and regional cooperation PIRAC provides assistance to communities in the Caribbean in the event of any major disaster and works to develop initiatives to strengthen the resilience of communities in French territories as well as in the countries of the Caribbean arc and the Guiana Shield 2 THE FOK NOU PAR PROJECT Since 2019 PIRAC has been developing tools to raise awareness of natural hazards and appropriate behaviour in order to strengthen the risk culture in the French Antilles Since early 2026 a project called Fok Nou Par funded by the Directorate for the Environment Planning and Housing DEAL has aimed to develop the population s risk culture so that they are better prepared to respond to major risks and climate change by promoting appropriate behaviour through fun and participatory educational approaches This project has two outcomes R1 Pupils in Cycle 3 at schools located in CACEM s priority education zones are made aware of protective measures against the risks affecting the region by teachers who have been trained and equipped R2 Risk reduction stakeholders are actively collaborating on the project to ensure that education and prevention regarding natural hazards for the people of Martinique are a priority for the region The project targets the population of Martinique with a focus on primary school pupils CM1 and CM2 and Year 7 secondary school pupils Although the project is aimed specifically at schoolchildren it ultimately targets the entire population across all communities This initiative forms part of the second outcome of the Fok Nou Par project which aims to design and produce educational resources to raise public awareness of major natural hazards in Martinique 3 OBJECTIVES OF THE PROJECT a Objective of the project The objective of this project is to design two educational tools a board game entitled Risk P yi Matinik and a paper fortune telling doll based on existing games developed in Guadeloupe These tools are intended to raise awareness amongst the target audiences of the main natural hazards present in Martinique as well as the behaviours to adopt before during and after a disaster through a participatory fun and educational approach that promotes learning through play ensuring that younger audiences are engaged and that prevention messages are retained These games should facilitate an understanding of the natural hazards present in Martinique to encourage the adoption of appropriate behaviours before during and after a disaster to provide an engaging and versatile resource for use during awareness raising activities b Target audiences for the service The Risk P yi Matinik educational game kit and the paper dice are primarily intended for the general public Children aged 7 and over The general public comprising all the following age groups children teenagers young adults adults and older people Although they are designed for use with the entire population Risk P yi Matinik and the paper spinning wheel will need to be specifically adapted to engage children and teenagers whilst remaining fully suitable for use at awareness raising stands educational activities public events and initiatives organised by PIRAC in collaboration with the French Red Cross s Territorial Delegation in Martinique and its partners in Martinique c Description of the service As part of the project participants will be asked to design an educational board game called Risk P yi Matinik and a paper fortune telling doll based on an adaptation of the teaching materials developed in Guadeloupe as part of the Par pa Par programme The content will be provided by the French Red Cross based on an adaptation carried out with the support of technical and educational partners in Martinique The project will focus on the main natural hazards present in Martinique in particular earthquakes tsunamis hurricanes floods landslides volcanic eruption lahars climate change The service must take into account the specific characteristics of natural hazards in Martinique the relevant institutional frameworks in force ORSEC plan M t o France alerts PPRN DDRM DICRIM local geographical social and cultural realities the consistency of prevention messages across the region educational requirements to ensure the tool is accessible engaging and non alarming capable of capturing the attention of the general public particularly younger people Particular attention will be paid to the readability and clarity of the content the simplicity of the language used the inclusivity of the materials the gradual incorporation of accessibility in particular in accordance with FALC principles The service includes layout graphic harmonisation the approval process and the preparation of all or game mat are not included in this service e Technical considerations The Risk P yi Matinik educational game kit and the paper game board must be designed to ensure they are simple to use robust and attractive for use in activities raising awareness of natural hazards All materials game box board cards game rules event cards educational banner and XL format materials and the paper lottery wheel must be laid out in a clear structured manner consistent with the visual identity of the Fok Nou Par project Particular attention must be paid to the legibility of the content the simplicity of the messages the inclusivity of the illustrations and the game s ability to capture the attention of very young children Files must be produced to a high standard and meet the following technical requirements minimum resolution of 300 dpi for printing legible and accessible typefaces legible pictograms clarity and clear organisation of information gradual adherence to the principles of FALC Easy to Read and Understand educational and graphic consistency across all materials inclusion of the logos of the French Red Cross institutional partners and relevant technical organisations The 3m x 3m Risk P yi Matinik educational banner and the game components must be adapted to XL format and suitable for large format printing and designed for repeated use during group activities The materials must comply with the visual identity guidelines of the French Red Cross the Fok Nou Par project and where applicable those of the financial and technical partners They must be organised clearly to allow for their reuse updating and subsequent adaptation by the project teams 4 PROCESS AND EXPECTED RESULTS The service will be delivered as follows At the start of the service a scoping meeting will enable the service provider to present its methodology and the implementation timetable in line with PIRAC s expectations A scoping document will be drawn up by the service provider Once the
