foundation for long term economic sustainability for Palestine Specifically EU4Trade aims to Strengthen the capacity of Palestinian SMEs to access EU and international markets Improve product quality market readiness export competitiveness and business linkages Strengthen PalTrade s strategic transformation through the establishment and operationalization of the Market Intelligence Hub MIH Promote Palestinian products internationally through participation in trade fairs exhibitions and targeted market entry activities The project runs from 18 July 2024 to 18 July 2027 and is implemented by PalTrade with financial support from the European Union Scope of Work PalTrade is seeking a qualified and experienced logistics service provider to deliver the origin leg of the Rotterdam Hub export route moving Palestinian consignments from the exporter s premises to the Port of Ashdod for onward shipment to Rotterdam For this agreement a consignment of 14 pallets or more is a Full Container Load FCL A consignment of fewer than 14 pallets is a part load LCL PalTrade states the mode in each written call off The selected service provider shall undertake the following integrated activities The service provider shall Issue to each exporter at booking a written Cargo Preparation Requirements sheet The sheet states the pallet standard carton numbering pallet numbering weighing measuring labelling and the documents the exporter must provide and by when commercial invoice packing list certificate of origin the EUR 1 movement certificate or an invoice origin declaration where preferential origin is claimed and any product specific certificate It applies to FCL and LCL consignments alike Collect full container load consignments from exporters premises across the West Bank Position the empty container at the collection point and provide the equipment required for each consignment Verify the cargo at collection against the Cargo Preparation Requirements sheet every carton numbered every pallet numbered and the weight and dimensions of every pallet recorded Sign the collection note Cargo that does not comply does not move report it to PalTrade and to the exporter before the truck leaves Secure and seal each container recording the seal number on the transport documents Maintain goods in transit insurance covering each consignment while it is in the service provider s custody The service provider shall Receive part load pallets from several exporters at a facility in Ramallah Provide covered and secure short term storage pending consolidation Verify each exporter s pallets on receipt against the Cargo Preparation Requirements sheet carton numbers pallet numbers weight dimensions and condition record them separately per exporter and label them so they remain identifiable inside a shared container Pallets that do not comply are not consolidated report them to PalTrade and to the exporter before consolidation Advise PalTrade in writing before consolidation which exporters products may be loaded together in one container and which may not Consolidate only once PalTrade has confirmed the container plan in writing Consolidate the received pallets into a single container loaded and secured to withstand sea carriage Issue a consolidation manifest identifying each exporter s goods within the container Report any damage shortage or discrepancy to PalTrade before the container is consolidated The service provider shall Transport the loaded container from the collection point or from the Ramallah facility to the Port of Ashdod Carry out back to back transfer at the crossings where this is required and record the crossing used on the transport documents Deliver within the booking window and in accordance with the delivery instructions issued by PalTrade s destination logistics partner or its nominated agent Complete the gate and delivery formalities required at the terminal Obtain a signed proof of delivery identifying the receiving party the date and time of delivery and the container and seal numbers and provide it to PalTrade Provide the export documentation set required for the consignment to be handed over without query Forward the complete set of commercial and export documents to PalTrade and to PalTrade s destination logistics partner as soon as the exporter provides them and in every case before the container arrives at the Port of Ashdod so that export customs clearance can be prepared in advance Be responsible for the two Palestinian side customs documents for each consignment the warehouse entry note and the preliminary customs export declaration Provide a copy of each to PalTrade with the transport documents The export declaration to Israeli customs at Ashdod is filed by PalTrade s
