Learning Enhancement WISTLE Project The project to be implemented in the four windward islands Dominica Grenada Saint Lucia and Saint Vincent and the Grenadines is funded through a US 10 million grant from the Global Partnership for Education GPE and is implemented in collaboration with the World Bank Saint Lucia is in receipt of US 2 4 million to implement key interventions focused on enhancing education infrastructure for climate resilience teacher professional development technology integration and strengthening the national Education Management Information System EMIS to facilitate data driven decision making and improved instruction The project s focus is on enhancing the capacity of educational practitioners to deliver day to day quality and equitable education in general and during periods when instruction is challenged by natural disasters The project therefore supports the consolidation of technology integration and the strengthening of the requisite technological infrastructure It supports on going regional and national curriculum reform aimed at strengthening the quality of education delivery through the development of a condensed curriculum for upper primary and lower secondary grades The condensed curriculum a strategic accelerated approach to education will concentrate on the essential skills core concepts and key learning objectives to be used in emergency situations The objectives of the assignment are to to develop a condensed curriculum and an accompanying assessment framework focused on foundational learning for upper primary and lower secondary grades The condensed curriculum will be used during national emergency situations where students are out of normal school but teaching and learning is expected to continue The curriculum will focus specifically on essential skills core concepts and key learning objectives using an integrated approach across subject strands social sciences science TVET and languages to develop a capacity building program for education practitioners teacher educators curriculum officers district education officers principals and teachers of the lower secondary level in the integration of technology in instruction and digital skills supporting inclusive education for students with Special Educational Needs and equipping teachers to deliver the condensed curriculum This is with the overall view of improving teaching practices to conduct capacity development training for two hundred and thirty 230 practitioners district education officers principals and teachers of lower eligible consulting entities to provide an Expression of Interest demonstrating the following qualifications and experience required to perform the services Interested entities should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services description of similar assignments experience in similar conditions clients references etc Key Experts will not be evaluated at the shortlisting stage The assignment is to be undertaken by a suitably qualified entity The selected entity is required to possess the minimum competency requirements listed hereunder The shortlisting criteria are Minimum five 5 years of experience in integration of EdTech into teaching and digital skills including Universal Design for Learning within the secondary education sector A minimum of five 5 years experience in Curriculum Development and Assessment within the primary and secondary education sectors Minimum five 5 years of experience conducting gap analyses or rapid demand and supply assessments within the education sector Demonstrated experience in developing ICT tools and teaching and learning resources or instructional materials to effectively support instructional delivery in relevant content areas Demonstrated experience in completing at least 3 assignments in designing and implementing Educational Development and Training Programs integrating digital learning tools into curricula Demonstrated experience in completing at least 3 assignments in the development of Curriculum and Assessment within the primary and secondary education sectors Proven ability to engage coordinate and work with national counterparts including senior government officials at national and state level partners
